Job Description and Duties

Under the general supervision of the Accounting Administrator I (Supervisor), the Accounting Officer (Specialist) will be involved with the Financial Information System for California (FI$Cal). The Accounting Officer Specialist performs professional accounting duties of average difficulty and will analyze, audit, review, and process vouchers, as well as purchase orders in FI$Cal. The Accounting Officer Specialist works at a professional level to maintain various types of accounts payable records; processes the vouchers; makes various types of entries in FI$Cal and applies accounting rules and regulations to specific types of payments under general supervision of the Accounting Administrator I (supervisor).

This position requires extensive use and knowledge of automated accounting systems and fiscal accounting procedures. The incumbent must also be able to apply appropriate problem-solving skills to monitor and complete assignments in a timely manner. The Accounting Officer Specialist must also exhibit strong accounting skills to reconcile manual and automated accounting data using spreadsheet applications.

The accounting task are performed in accordance with Office of Fiscal guidelines, Governor’s Budget, Department of Finance rules and regulations, CalHR policies, California Prompt Payment Act, SAM, and Government Codes utilizing FI$Cal People Soft and MS Office Suite.

Working Conditions

Position located in Elk Grove, Sacramento County.

The OTS is a Hybrid workplace designed to support remote and office-centered telework arrangements. Our office is located right off I-5 for easy access and includes free parking. This position includes the option to telework except for some in office days.

The work environment is fast-paced, busy and requires considerable flexibility in managing time, priorities, and assignments. We are a small and energetic department that values individual and team contributions while maintaining a high-quality work-life balance. The incumbent will work in a hybrid telework environment.

The office is climate-controlled between 64 and 84 degrees under artificial lighting.

Must be able to adjust to changes in priorities, and complete task or projects with short notice. Must be able to concentrate to ensure minimal errors in preparation of financial data.


New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Statement of Qualifications (SOQ) is required.  A (SOQ) must be submitted along with the Standard State Application (STD 678) addressing the questions below. Refer to the position description, de sirable qualifications, and duty statement to prepare your response.

• Knowledge of State and Federal accounting and budgeting practices

• Knowledge of governmental accounting, principles and practices, principles of business management, and uniform accounting systems, financial organization, and procedures of the state of California; policies, rules and regulations of the State Controller, State Treasurer, Department of Finance, and central control agencies as they relate to State agency financial management activities.

Possession of a valid California Class C driver's license is preferred as driving and occasional overnight travel for job-related duties is required. Must be able to work some nights and weekends.
