TITLE: Real Estate Analyst 
PERFORMANCE COACH: Manager Land Rights
COMPANY: Peoples Gas System & Tampa Electric

POSITION CONCEPT

 
Responsible for negotiation and procurement of distribution and/or transmission land rights from private landowners to ensure Company has the necessary land rights and legal protection for construction of distribution and/or transmission facilities. Prepares and interprets easement documents and legal descriptions. Conducts extensive property records research to assure accuracy of existing easements and/or easements to be acquired. Provides technical real estate support and training to other team members and other departments pertaining to distribution easements and company land rights. 

 

ADVANCEMENT IN PROGRESSION 

Advancement to Senior Real Estate Analyst level is based on value added to the Company through job performance proficiencies, qualifications, and accomplishments. Advancement is not automatic, i.e., based solely on time in the job, but will be based on direct observation of the employee’s demonstrated consistent performance and results produced.

 

PRIMARY DUTIES AND RESPONSIBILITIES 


1. Prepares legal descriptions of easement areas to be utilized by the company. Performs extensive research, utilizing public records, internet, and contracted resources to determine current accurate ownership of real property. Incorporate ownership information and legal description with appropriate legal form of easement document for delivery to landowner.

2. Negotiates with landowners or their legal representatives as to price of easement, including easement language revisions to easement documents to ensure company land rights are acquired within company needed time frames, risk guidelines, and landowner/customer satisfaction is maintained. Negotiates resolutions for existing facilities not covered by land rights to avoid costly trespass litigation.

3. Reviews proposed subdivision plats, development plans, and surveys provided by developers, landowners, and governmental entities to determine easement accuracy and additional easement requirements for new developments and road projects. Requests and negotiates with landowners/developers to have additional easements added to said proposed subdivision plats as needed.

4. Prepares and facilitates other forms of easement documents (i.e., Release of Easement, Partial Release of Easement, Vacating of Alleys/Rights-of-ways, Subordinations, and Encroachments). Prepares legal descriptions for new private easements resulting from processed vacates and releases. 

5. Provides technical real estate support as it pertains to land rights, easements, and permitting to other team members and other departments as required. Develop and conduct easement process training presentations for TEC Technicians, Customer Experience, Outside Contractors, Engineers, and Operations personnel. Coordinates contract services, surveyors, and title company activities related to distribution easements.


RELATIONSHIPS

Key Internal: Must maintain strong positive working relationships with Legal, Distribution Engineering, Risk Management, Accounting, Marketing,
Customer Experience.

Key External: Real Estate Attorneys, Landowners, Surveyors, Title Abstractors, Property Managers, General Contractors, Realtors and public agencies including City, County, State, government officials and other counterparts. 

 

QUALIFICATIONS

Education

Required: High School diploma or equivalent. 

Preferred: Associates degree


Licenses/Certifications 

Preferred: Florida Real Estate Associates License. Licensed Paralegal, Licensed Surveyor or Certified Title Abstractor. 

Member of International Right of Way Association 

 

Experience

Required: Minimum of six (6) years of experience related to a portion of the Duties & Responsibilities of this position. 

A degree may be considered in lieu of some experience.

Preferred: Related experience in a utility company Real Estate industry.

 

Knowledge/Skills/Abilities (KSA) 

Required: Strong negotiation skills, ability to write and interpret complex legal descriptions, proficient research skills, strong oral and written communication skills, capacity to develop and maintain professional relationships with internal and external constituents. Ability to work on multiple projects simultaneously. Proficiency in MS Office Suite, GIS, WorkPro, OpenText and Official County Public Records. Knowledge of Plat Maps, Surveys and construction drawings. Knowledge of natural gas and electric distribution delivery systems.
