Ideal Candidate

The City of Brisbane is currently recruiting for an Assistant City Manager for the City Manager’s Office. Under the general supervision of the City Manager, the Assistant City Manager assists the City Manager as a principal advisor in the conduct of city operations; initiates and leads citywide programs and initiatives having the highest level of City Council and community visibility; analyzes and revises operation procedures toward development and improvement of city services; and serves as the Acting City Manager, as assigned.

This position will function as the operations officer of the city, monitoring city activities and projects, as assigned, to ensure timely coordination and completion. The Assistant City Manager will make recommendations to the City Manager for policies and procedures that enhance the organization and operations and is astute in the proactive identification of problems that need to be addressed by management.

Examples of Duties:

  • Recommends to the City Manager operations, programs, or projects that should be initiated, deleted or modified; the resources necessary; policy changes required and implementation strategies
  • Identifies, analyses and proposes solutions to operational, budgetary or staff issues
  • Coordinates interdepartmental activities, including follow-up on special projects and/or assignments to ensure a timely response or completion, by providing leadership and support
  • Promotes effective and efficient operations throughout the organization by facilitating interdepartmental cooperation and sharing of resources as needed
  • Oversees Departments and Divisions, as assigned - Responsibilities such as IT, emergency planning, risk management may be included  
  • Conducts studies, surveys, and collects information on difficult operational and administrative problems, analyzes findings and prepares reports of practical solutions for review by the City Manager
  • Assists the City Manager in coordinating and/or negotiating cooperative activities among governmental agencies, as well as private companies, requiring City cooperation
  • Acts as a liaison to assigned local, regional, state and federal government agencies and functions

Qualifications:

  • Bachelor’s degree in Public Administration, Economics, Business Administration, Political Science, Public Policy, or closely related field. Master’s in Public or Business Administration or other related field is desirable.
  • Five years of increasingly responsible administrative management experience involving a combination of any of the following: human resources management, policy analysis, study and analysis of management, budget, organizational, and procedural problems and issues in a government agency.
  • Valid California driver’s license

This position is eligible for benefits under the Confidential Management Employees Memorandum of Understanding.

  • Health benefits offered through CalPERS, the City contributes a fixed dollar amount to a flexible compensation plan for the cost of health plans. The 2025 monthly flex dollar amount:
    • Employee Only:   $1,102.02
    • Employee + 1:      $2,228.25
    • Family:                  $2,904.04
    • Opt-out Option:  $768.39 (cash-in-lieu)
  • City provides paid vision through VSP, dental through a self-insured reimbursement program, long-term disability, and life insurance coverage
  • Retirement benefits are provided through CalPERS, 2%@60 for “Classic” members, 2%@62 for “New” members.
  • The City will match a contribution up to 5% to a Deferred Compensation 457(b) plan
  • Flexible spending accounts (Health and Dependent Care) and transportation spending accounts are also available.
  • Free commuter shuttle to and from BART/ Caltrain.
  • Additional benefits include access to an annual health and wellness reimbursement for qualifying health related expenses and an option to request an alternative work schedule, where eligible employees may choose to adjust their 8-hour workday/40-hour work week.
  • Personal Leave equivalent to the amount of vacation and sick leave hour accruals combined.
    • Vacation Leave – 10 -20 days annually (depending on years exp.), Sick Leave - 12 days annually
  • Management Leave – 10 days annually (pro-rated based on start date).

Selection Process:

Applications will be screened and a limited number of qualified applicants who most closely meets the needs of the department will be invited for the department interview.  A fully completed application is required; a resume does not take the place of a completed application.  Applications without a complete work history or with “see resume” in place of a work history will not be considered. 

Candidates who successfully pass the department interview will be placed on the eligibility list.  A limited number of candidates from the eligibility list will be invited for an interview with the City Manager.  Depending upon the number of candidates, this process may be altered.  The City Manager will make the final recommendation for appointment. 

Prior to appointment, candidates will be required to pass a background check including criminal history, credit, DMV, a DOJ fingerprint check, and reference check. Reference checks will be conducted in close coordination with the candidate. Eligibility lists are generally valid for one year upon establishment and future appointments for similar positions may be filled from the eligibility list generated from this recruitment.
