About the Position

Under general supervision (Management Analyst I) or direction (Management Analyst II), performs a variety of complex professional administrative, operational, financial, and analytical duties in support of assigned management, department, and/or program operations and projects; performs statistical reporting of filings, dispositions, and other court activity for internal and external customers; performs qualitative and quantitative analysis; prepares related recommendations, reports, and presentations in support of Court policy, operations, programs, and initiatives; monitors legislative actions for impact on department and court-wide operations; provides responsible staff assistance to management; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision (Management Analyst I) to direction (Management Analyst II from assigned management personnel. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

Management Analyst I: This is the entry-level classification in the Management Analyst series. Initially, under close supervision, incumbents learn and perform routine research, administrative, analytical, and statistical work while learning Court policies and procedures. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Management Analyst II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Management Analyst II: This is the journey-level classification in the Management Analyst series. Positions at this level are distinguished from the Management Analyst I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

This class is distinguished from the Senior Management Analyst in that the latter performs the more complex work assigned to the series and provides technical and functional direction over lower-level staff.

Positions in the Management Analyst I/II class series are flexibly staffed; positions at the Management Analyst II level are normally filled by advancement from the Management Analyst I level; progression to the Management Analyst II level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Management Analyst II level.

Positions at the Management Analyst I level may perform some of these duties and responsibilities in a learning capacity.

  • Performs routine to complex analytical work, project or program management responsibilities, general and specialized studies, and surveys involving sensitive issues requiring resolution and court-wide impact.

  • Identifies gaps in existing policies and procedures; identifies opportunities for improving the efficiency of business processes; develops policies and procedures to meet those needs in assigned areas of responsibility; assists with the implementation of new programs, policies and procedures.

  • Evaluates, implements, monitors, and audits assigned special programs; develops project priorities; plans and schedules deadlines; monitors program progress and provides status reports; tracks and maintains program forms and documents, including court related eligibility lists; approves invoices and tracks expenditures; conducts market research and analyzes market data; develops and recommend changes; consults and collaborates with management to address administrative and operational issues.

  • Develops data collection tools; conducts data collection and analysis; prepares ad hoc and periodic statistical and written reports required by the Court, the State, and other governmental entities.

  • Compiles, cleans, analyzes, and formats data from various sources for statistical reports; validates data to comply with state reporting and funding requirements; performs trend analysis as assigned.

  • Retrieves, cleans, and merges statistical and financial data.

  • Assists with data quality assurance for filings, caseload, and workload data.

  • Designs, builds, implements, and maintains dashboards, reports, and informational graphics; extracts data from source systems; creates models and report visuals to provide a visual representation of data findings.

  • Designs and produces spreadsheets, charts, pivot table graphs, slide presentations, training materials, and other visual media.

  • Identifies, gathers, analyzes, and documents requirements for database applications; translates work processes into business and functional requirements; identifies and provides business rules, quality standards, and procedures; develops training documentation; trains employees as assigned.

  • Conducts research and drafts documents and materials for review.

  • Works with or serves as a subject-matter expert for a variety of projects or programs; provides support to committees and operations including case management and Judicial Branch Statistical Information System (JBSIS); explains processes and techniques, monitors information, evaluates possible courses of actions and outcomes; develops workflow and productivity plans.

  • Tracks, monitors, and advises management of the status of and changes in current and/or pending legislation; researches and makes policy recommendations.

  • Represents the division in meetings; participates in committees and/or task forces as assigned; presents data to assist managers in making operational and administrative decisions.

  • Observes and complies with all Court and mandated safety rules, regulations, and protocols.

  • Performs related duties as required.

  • Principles and practices of Superior Court operations including case flow management.

  • Complex arithmetic.

  • Principles and procedures of record keeping, document processing, and filing systems.

  • Applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility.

  • Court and mandated safety rules, regulations, and protocols

  • Techniques for providing a high level of customer service, by effectively dealing with the public, vendors, contractors, and Court staff.

  • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.

  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed. Management Analysts II should have intermediate to advanced skillsets in Excel, Power BI, Case Management Systems.


Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

  • Management Analyst I/II: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public or business administration, data science,, or a related field.

    Experience:

  • Management Analyst I: One (1) year of administrative, operational, and/or program management experience, including experience in data/statistical analysis and reporting, working with database systems, and/or creating visualizations and reports.

  • Management Analyst II: Three (3) years of increasingly responsible administrative, operation

    al, and/or program management experience, including experience performing statistical analysis, special studies, and/or complex program/project management functions.


    Licenses and Certifications:

  • Possession of a valid California Driver’s License, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment.
