The MERL Officer will play a crucial role in advancing the MERL efforts of The Nature Conservancy Program in Solomon Islands. Reporting to the Deputy Director in Solomon Islands, the MERL officer will develop and implement the MERL framework and oversee systems to ensure that activities are tracked, assessed and adapted accordingly to enhance the program’s impact and effectiveness alongside TNC’s strategic goals. The MERL officer will also be responsible for ensuring data integrity, analyzing and reporting data collection and fostering a culture of learning and adaptive management within the organization and among partners.

As the Monitoring, Evaluation, Reporting and Learning (MERL) officer, you will lead the MERL processes as well as supporting project coordination of projects as required for The Nature Conservancy’s Solomon Islands Program. This role involves coordinating data collection, analysis, and reporting to enhance project outcomes and organizational learning.


RESPONSIBILITIES & SCOPE


1. MERL Coordination and Management

  • Lead the design, and management of MERL systems and processes for the Solomon Islands Program, aligned with TNC’s global standards and the TNC Solomon Islands regulation requirements.
  • Support the development of data collection approaches for baseline development and impact monitoring with SMART indicators.
  • Ensure that monitoring systems capture all relevant updates to activities’ indicators, both quantitative and quality to provide actionable insights for program staff and partners.
  • Analyse MERL data to assess program performance, identify trends, and recommend improvements or revisions to the program.
  • Collaborate with program managers and teams to ensure timely documentation and reporting of key takeaways to internal and external stakeholders, including donors, government bodies, and the local communities.
  • Facilitate learning and reflection sessions, ensuring adaptive management of projects.
  • Perform field visits to monitor activities on the ground, including monitoring and reporting on safeguard mechanisms and equitable conservation intervention measures.
  • Maintain MERL tools and systems for consistent monitoring and evaluation.

2. Project Coordination and Support

  • Work closely with project managers to ensure integration and alignment of activities with program objectives and goals.
  • Assist in the planning, execution, and evaluation of projects activities, ensuring that all deliverables and milestones are met in a timely manner.
  • Support program managers in aligning the project timelines, budget, and stakeholder engagements to achieve programmatic goals.
  • Work closely with project teams to facilitate cross-project collaboration and identify areas where synergies can be developed.
  • Support the preparation of high-quality briefings, reports, presentations, and other materials to assist leadership in decision-making and stakeholder communication.
  • Coordinate internal and external meeting, workshops, and events related to PIFF activities.

3. Support TNC Solomon Islands Office

  • Maintain program records, ensuring compliance with internal policies and donor reporting requirements.
  • Assist the Finance Officer in budget management, tracking program expenditures, and ensuring alignment with project budgets.

WHAT YOU'LL BRING



  • MS or BS degree and certification in related field and 5 years related experience, or equivalent combination of education and experience.
  • Experience in designing and maintaining a database to meet organizational needs.
  • Experience in developing and managing multiple projects.
  • Experience managing and supervising a team and administering a budget.
  • Experience using applications such as Microsoft Word, Excel, and Web Browsers.
  • Experience interpreting data analysis, data modeling and reporting.

DESIRED QUALIFICATIONS

  • Experience with large-scale conservation initiatives.
  • Familiarity with project management software, e.g. Smartsheet and Microsoft project, and MERL tools.
  • Strong interpersonal skills and ability to work with diverse stakeholders across different cultures, including government, NGOs, and community and lead collaborative efforts across multiple in projects.
  • Experience with monitoring and evaluation in large-scale conservation or development projects.
  • Excellent written and verbal communication skills
  • Experience in working with diverse stakeholders, including local communities, government ministries/sectors, and non-profit organisations.
  • Excellent organisational and time management skills, with the ability to manage multiple projects and deadlines.
  • Experience in working with community-based conservation initiatives or development programs/projects.
