Under the direction of the Principal Safety Engineer (Staff Services) in the Department of Industrial Relations (DIR), Division of Occupational Safety and Health (Cal/OSHA), Educational Program and Technical Service Unit (EPTSU) – Education and Training Team, the Senior Safety Engineer (Industrial) (SSE) handles the more varied, complex, and sensitive health and safety issues in the evaluation, development, implementation and maintenance of a division wide educational and training program that support staff professional growth and development; analyzes, identifies, and addresses the training needs of all program staff (i.e. management, counselors, inspectors, consultants, investigators, administrative and support staff, etc.) in collaboration with Cal/OSHA executive management team, Federal OSHA Training team, and DIR Training team; instructs, as a Subject Matter Expert (SME), in a number of training courses, reviews division training plans, audits training course presentations and related events to ensure new and existing staff are trained in accordance with Division policies, State, Federal, and local laws and regulations; serves as a training committee member and acts as an expert in the training survey and certification process.

The incumbent will work in a cubicle with natural and artificial lighting in an air-conditioned office multi-floor building. The incumbent is required to work extensively on the computer as necessary for email communication, research, working on audits, and other purposes. Field work may involve visiting indoor and outdoor workplaces, including health care facilities, warehouses, machine shops, agricultural fields, construction worksites and other similar locations and activities. During these outdoor activities, the incumbent may be exposed to various weather conditions. The incumbent may telework following the DIR Telework Policy and based on the operational needs of the office.
The position entails both office and field work, with occasional overnight travel. Travel throughout the State may be required. The incumbent may be required to participate in mandatory health testing, such as regular testing for the virus that causes COVID-19 (SARS-CoV-2), in accordance with applicable DIR policies in effect.

Proficient knowledge of Microsoft Outlook, Excel, Word, Adobe Acrobat, Power Point and principles of effective training; purpose and function of the various components of the Cal/OSHA program; purpose, organization and activities of the OSH Standards Board and Cal/OSHA Consultation Service; principles, practices, and methods of construction, electrical, and industrial engineering, including those specifically applicable to safety engineering; equipment, machinery, safety devices, and operations used in various construction, electrical, and industrial work places; occupational safety and health hazards associated with construction, electrical, and industrial disciplines; California Code of Regulations Title 8 Safety Laws, covering constructions, electrical, and industrial safety; applicable provisions of the California Labor Codes related to construction, electrical, and industrial safety; methods and techniques used in safety inspections, accident investigation/inspections, accident prevention, consultation, training, and technical, and technical report writing associated with the constructions, electrical, and industrial disciplines; methods and practices used in eliminating hazards or abating safety hazards associated with the construction, electrical, and industrial disciplines; methods of developing and presenting evidence in administrative and formal legal hearing; Critical Thinking - Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems; keenness of observation, tact, maturity and diplomacy when used to analyze situations, make recommendations and decisions; effectively communicate during inspections, investigations, meetings, trainings, hearings, and when representing the Division, both orally and in writing; reason logically and analyze information in order to reach accurate and defensible conclusions, and clearly communicate those conclusions; effective time management and organizational skills in order to prioritize and complete work assignments in a timely manner; excellent writing, note-taking and computer skills; establish professional cooperative relationships with staff and stakeholders at all levels as appropriate thus demonstrating effective interpersonal skills; assess one’s own strengths and weaknesses and pursue self-development thus demonstrating continual learning; consult on complex and sensitive safety engineering problems with labor, management and public groups; function well in a high pressure multi-tasking environment; independently conduct on-site inspections at the full journey level in a variety of work places without endangering oneself and others; evaluate and develop alternatives to resolve occupational safety hazards; gather and effectively analyze information; prepare technical reports and correspondence; excellent analytical and problem solving skills; possession of a valid California Driver's License and car insurance.
