Job Title: Software Architect
Task Order: HBITS-07-14293
Agency: NYS Department of Health (DOH)
Location: Albany, NY – Corning Tower, 21st Floor (Hybrid, up to 50% remote)
Duration: 24 Months
Rate: Depends on experience
Position Overview
As part of the New York HBITS initiative, this Software Architect will support, maintain, and enhance Vital Records applications including SPDS, EDRS, and related systems. The role focuses on Java/Oracle development, database migrations, and upgrades to modern technologies like Java 8 and WebLogic 12. Candidates must have strong experience in object-oriented design, Oracle PL/SQL, and modern frameworks such as Spring and Struts.
Responsibilities
- Maintain and enhance existing Vital Records applications.
- Support SPDS and help transition EDRS/SFRDS project roles to maintenance.
- Implement technology upgrades including database migrations to Oracle 12c and application upgrades to Java8/WebLogic 12.
- Develop responsive web applications and Java Web Services (REST/SOAP).
- Collaborate with technical teams and program staff for requirements and enhancements.
Qualifications
- 7 years of experience in Object-Oriented Analysis and Design (OOAD) with Java.
- 4 years of experience in Oracle PL/SQL (procedures, packages).
- 3 years of experience using the Spring framework.
- 2 years of experience using the Struts framework.
- 2 years of experience using JavaScript frameworks.
- 1 year of experience building responsive web applications.
- 1 year of experience developing Java Web Services (REST/SOAP).
